Identity Theft Study May 2008

With over 259,761 consumers participating, this is the largest identity theft study ever published. The primary objective of the study is to measure the effectiveness of enlisting consumers as active participants in stopping new account fraud, the number one identity theft problem for consumers. The second objective is to demonstrate that consumer participation can be automated and secured to match the speed and scale of modern electronic transaction systems.

The study identified and measured the following items:

  • Are consumers willing and able to respond to secure authorization requests from Institutions?
  • Out of the 30,618 live authorization requests for new lines of credit, how many attacks did consumers stop?
  • What is the rate of new credit account fraud when consumers participate in the decision process?
  • What percent of creditors are in compliance with the Fair Credit Reporting Act (FCRA) Fraud Alert requirements?
  • Are consumers denied credit after activating their FCRA Fraud Alert rights?
